Emery County announced on March 9 that it is seeking proposals from qualified, state-certified general appraisers to provide commercial land appraisal services. The request for proposals (RFP), numbered EC-APP-2026-03, sets a submission deadline of March 27 at 5:00 p.m. Mountain Time.
The county aims to establish a pool of qualified appraisers who can be called upon as needed over the course of a contract term. These appraisal services will support various county needs, including acquisition, disposition, lease negotiations, right-of-way valuation, litigation support, land use planning, and financial reporting.
According to the RFP, selected firms will be responsible for appraising vacant and improved commercial or industrial land and properties throughout Emery County. Appraisals must comply with the Uniform Standards of Professional Appraisal Practice (USPAP) and include written reports suitable for public records and legal proceedings. Appraisers may also be required to attend meetings or court proceedings and present their findings before the Emery County Board of Equalization when necessary.
The scope of work includes reappraisal of commercial properties in Ferron and Emery municipalities, valuation related to new building permits, market analysis for developing valuation multipliers across the county, and support for parcel segregations or combinations. Approximately 37 improved commercial buildings and nine vacant parcels are expected to be appraised under this contract.
Proposing firms must hold a current Utah State Certified General Appraiser license in good standing and demonstrate experience with rural or western states’ commercial property appraisals. Proposals should detail firm qualifications, technical approach, fee structure, references from similar engagements, and compliance with insurance requirements.
Contracts awarded through this process will have an initial three-year term with options for annual renewal based on mutual agreement and satisfactory performance. The final selection will consider qualifications, technical approach, cost effectiveness, relevant experience with public-sector projects or rural lands, and past performance.
