Emery County seeks proposals for Castle Dale Library renovations with April 2026 deadline

Emery County announced on March 19 that it is seeking competitive sealed proposals from qualified contractors for commercial renovations at the Castle Dale Branch of the Emery County Library, with a preferred completion date of April 30, 2026.

The project aims to improve accessibility, energy efficiency, and weather protection at the library by replacing the exterior front entrance door, removing the interior entrance door and framework, and installing new high-performance insulated windows. The upgrades are intended to ensure compliance with Americans with Disabilities Act (ADA) standards and enhance building safety.

Qualified contractors must have experience in commercial door systems, ADA accessibility compliance, and window replacement. They are required to carry liability insurance, workers compensation insurance, and hold state licenses. The selected contractor will report directly to the Emery County Library System Director and Building Maintenance Supervisor after approval from the Emery County Commission.

The scope of work includes removal of existing doors and windows, installation of an ADA-compliant entrance system with automatic openers and safety features, as well as replacement of all exterior windows using energy-efficient materials. Contractors must also provide proper insulation, flashing, sealing, and repair any adjacent surfaces affected by installation. A pre-bid project showing will be hosted by Building Maintenance Supervisor Kyle Scow on March 30 from 1:00 pm to 3:00 pm.

Proposals will be evaluated based on completeness, qualifications and experience, scope of work plan, cost/pricing details, and reference checks. All submissions must be received electronically by April 3. Proposals will be opened during the regular Commission Meeting on April 7. Emery County reserves the right to accept or reject any proposal or waive minor irregularities in its best interest.

The county emphasized that only a definitive signed agreement will legally bind both parties. Any revisions or amendments to the request for proposals or resulting contracts must be made in writing.
